Oregon Medicaid work requirement

If you are 19 to 64 and get Medicaid in Oregon through the adult expansion group, you may need to show 80 hours a month of work, school, job training, or community service, or enough income. Some people are exempt. Most states by January 2027; some sooner or later; check yours.

Who it applies to

Oregon Health Plan (OHP) expansion adults ages 19–64, including Healthier Oregon (§1115) members, who are not otherwise exempt. OHA sent informational notices to potentially affected members in October 2026. Members who qualify for OHP programs based on disability, pregnancy, or Medicare are not affected.

What counts toward 80 hours

  • Monthly household income over $580
  • Enrolled in higher education at least half-time
  • Work 80+ hours/month
  • Community service / volunteering 80+ hours/month
  • Participation in a training program 80+ hours/month
  • Any combination of work, volunteering, education, or training totaling 80+ hours/month

Who may be exempt

  • Receiving OHP based on disability or pregnancy
  • Have Medicare
  • Main caretaker of a child under age 14, or of someone with a disabling health condition
  • American Indian / Alaska Native (AI/AN) — also retains annual renewals
  • Pregnant or within 1 year postpartum
  • Released from incarceration in the last 3 months
  • Meeting TANF work rules
  • In a SNAP household subject to SNAP work requirements
  • Chronic substance use disorder or currently in treatment
  • Medically frail or with a serious medical condition
  • Temporary exemptions for hospitalization, medical travel, or similar hardships

Caring for a child 13 or younger, or for a person with a disability, is usually an exemption. Caregiving hours are not counted toward the 80 hours.

How Oregon checks

OHA will check available records. Report your activities and address through Benefits.Oregon.gov or by calling 800-699-9075. If OHA needs documentation, it will send you a notice with a deadline.
