Florida has not expanded Medicaid under the ACA. The federal work rule mainly applies to adults in the Medicaid expansion group, so most Medicaid members in Florida are likely not affected. Some special programs may be. Check the details below and ask your state Medicaid office.

No statewide Medicaid expansion work-requirement pack in force as of last review. AHCA frames the federal §71119 rule as expansion-state-only. Florida has not published member implementing rules for that federal requirement for current enrollees. A 2026 state bill (SB 1758) to create separate Florida Medicaid work rules did not become law. Federal OBBBA §71119 community engagement generally does NOT apply to current Florida Medicaid members on Jan 1, 2027 because Florida has not expanded ACA Medicaid. AHCA's overview (Oct 2025) categorizes §71119 as affecting expansion states only.

CS/CS/SB 1758 (2026) would have created Florida-specific Medicaid work rules and directed AHCA to seek a waiver. It passed the Senate but died in House Messages on March 13, 2026. It is NOT current law and does not create any obligation for Florida Medicaid members.

If Florida expands Medicaid in the future or creates an applicable adult expansion group, the federal community-engagement requirement could begin to apply to those members at that time.

Who it applies to

Florida has not expanded Medicaid under the ACA. The federal community-engagement requirement (OBBBA §71119 / CMS-2454-IFC) targets Medicaid expansion adults — AHCA's own October 2025 overview lists §71119 under "OBBBA Sections Affecting Expansion States Only." Because Florida has not expanded, that federal rule does not currently apply to typical Florida Medicaid enrollees. If you are enrolled in a Florida Medicaid category, check with AHCA or DCF directly to understand your coverage and any applicable requirements.

How Florida checks

No 80-hour community-engagement proof requirement has been issued for current Florida Medicaid members as of last review. If Florida later expands Medicaid or AHCA establishes an applicable adult Medicaid expansion group, federal community-engagement rules could begin to apply. Check AHCA and the Florida Legislature for any future implementing rules.

  • Monitor AHCA (Agency for Health Care Administration) and the Florida Legislature for any Medicaid expansion or new work-rule legislation
  • If you are a current Florida Medicaid enrollee, contact AHCA or DCF MyACCESS to confirm your coverage category and any applicable obligations
  • Keep your contact information current with DCF so you receive any renewal notices
  • Note: SNAP and TANF work rules are separate federal programs — do not confuse them with Medicaid community-engagement requirements
